Yeah that's lapis lazuli. It's been mined since forever because of its intense color. So it may not be painted. How rare it is would depend on where you're at.

There are all sorts of "mystical uses" for the rock. Too many to count, so could be used for some sort of pagan ritual I'm sure. Would be a pain to get it there though, and whoever frequents that area would probably not want anyone stealing it/going near it.
But I'll wait for the close up pictures to say for sure.

A friend and I would go into the woods near our neighborhood and set up a camp scene.
Fire pit, big stones for seating, pots, pans and cooking utensils etc.
Over time we even added an old fridge and some crates and stuff
Years later the younger kids found it
We made up a story of the hatchet lady that lived in the woods that would kill little children if they trespassed on her camp
We even left hatchets on the doorsteps of kids we knew went to the camp

So None of my friends would come. Most of them were at work or were to scared like me So i mand up and went by myself. i found a awesome parking spot right near the bike path where i went towards the ritual thing. in NY if you go down the bike path near the plaza with the tops friendly markets you can find the entrence to the bike path under the bridge on route 6. follow the path down hill with the plaza to your right and keep following til you get to a steep drop. then before you go down, just climb the mountain and run up hill. it takes about 20 mins to get there if you sprint which i did cause i was scared. its in a little opening where the sun shines down its surrounded by bushes and a little gap. you cant miss it, unless it moves or something. idk how this shit works. but thats the LAST time i go on that bike path.
