You could easily improve your proposal by implementing the same thing.

Let's take your current numbers without modification. All taxpayers would enjoy 0% taxation on their first $5K. Any income PAST 5K would be taxed at 3%. Any income made PAST 15K would be taxed at 6%. Etc.

The seemingly random numbers found in the current plan are the result of figuring out the effective dollar amount of the taxation at each of the previous brackets.
