In a joint account, two (or more, although for personal uses it is usually only two) people have access to the account. Since the account is in both of their names, both parties are legally entitled to access funds. At the time of account creation, you have the option to require both account holders to sign off on any withdrawals, but this is rarely used (for obvious reasons. You can't get ATM card access if you do this, you can't use it for debit card transactions, etc.)
