They'll unlock the files because it's more profitable for them to do so. No-one capable of writing a sophisticated piece of software like this can be a COMPLETE idiot, after all. Apparently(at least according to some security researcher who held a demonstration at an IT expo a couple months ago), people who make ransomware are, on average, very likely to unlock your files if you do what you're told to. Some of them even have quite good customer service if you need help making the payment.

You have several options:
1. Backup the encrypted files, format and start fresh in the hopes the 'free event' happens or somebody cracks the encryption and writes a decrypted
2. Format and restore files from a backup
3. Format and start fresh

In any case i'd always recommend a full format and reinstall of windows because, even if you remove the infection, you will never be 100% sure it hasn't left something that could be exploited later.

Helped a friend with a similar issue fix this. The malware of this type usually disables a fuckton of privelages and securities thhrough registery keys.

What I did to fix this was there was a loophole not covered which was creating/logging into a new account on the computer users and from there you may have access to admin privileges, in which case you should you system restore.
