Cars are usually used for one or two person stakeouts where just observing or snapping a few pictures is enough. Vans like that are usually used when more complete observation is necessary. Better cameras, high powered microphones, etc.. are hard to hide in a car.

If you've really pissed off a government agency or someone with money to burn on high dollar PI's, then they'll employ things like remote cameras that can read the time off your watch from miles away. These are mounted on masts and on trailers, they'll knock on somones door, tell them they are measuring air pollution in the area (or something like that), would it be possible to leave the trailer there for a few days to get data? If they say yes, run the masts up, zero in on the target, and no one is the wiser.

Sometimes the government just doesn't give a shit about being subtle. My brothers were being watched for a while. After about 4 days they paid some kid to go knock on the door and ask if they were the cops. The occupants moved to the other end of the block and continued sitting there.
