As I understood it, only about 150,000 were actually selected based on inability to deal with lack of real purpose. The world body, the successor to the dissolved UN was planning to implement reforms to reimplement those who wanted to work but they were expected to take many years so those most critical of the lack of meaningful service were given the option to start over when time relocation was proved possible and tested.
