I would say on average there are probably more poor blacks in the USA than there are poor whites and that the two usually don't live in the same environments even though they are poor. Socio-economic factors, diet, and the quality of public education are more relevant than ethnicity when investigating cognitive ability;
certain ethnicities may have a higher gdp on average, or a government that oversees a more or less effective public education, or a balanced/unbalanced/impoverished national diet,
These give the appearance of one ethnicity being more or less intelligent, but separating ethnicity from these factors isnt easily done

Within South Asia itself, there is of course enormous controversy over the racial and historical component of various migrations from the Caucuses (Europe) to India over the century and how that has stratified the population vis a vis the Dravidian and other ethnicities, as well as migrations from the East. It all gets very messy in the end -- the only time South Asians or East Indians are called a race is when they're in Europe or America.
