i think you either misunderstand proxies or encryption. with an encrypted proxy, your ISP knows you have an encrypted connection to the proxy, but they don't know what data is being sent across that connection. your ISP doesn't monitor the "other side" of that connection (coming out of the proxy), because why would they and even if they did, they wouldn't be able to match up which outgoing request matched the incoming request from you. otherwise, proxies wouldn't be very useful.
