1. Ham radio transceivers (transmit/receive), they transmit on HF (high frequency), just above Meduimwave or AM band, all the way through the shortwaves, up to under the VHF/FM radio band.
2. The noises are the background radio noise in between transmissions to each other, just like two way radio or walkie talkies.
3. Mostly CB radio operators or Ham radio operators, although on lower frequencies, you can hear ship to shore, aircraft, military, worldwide broadcasts, weather and time standard stations, strange 'numbers stations', all sorts of oddities.
