No, you're just dense. Yes, you are correct that you have a 33% chance of getting one person and a 66% chance of getting 5 people but when you remove 33% from that 66% you end with a 50% chance of either having chosen the statistically unlikely option of the one person and a 50% chance of having the five people. You're acting like because you're at a statistical disadvantage at the start that that changes the probability of your option having been the track with five people after you've found out where one of the tracks with five people are. I'll put it this way: if you have a bag with three marbles in it, two red and one black, and you remove a red marble you suddenly have a 50/50 chance of drawing the black marble where to begin with you only had a 1/3 chance of drawing the black marble. Just because statistically you're at a disadvantage at the beginning doesn't change your statistical probability after the one option has been removed.

If you talk about a state you have a large amount of samples so statistics apply here. A 100% white population will have , seen as a whole, a population with a higher average IQ than a population made up by 100% blacks, therefore beeing smarter. On the other hand if you picked one citizen at random you could end up with the smartest black guy and the dumbest white guy. Only by giving a big enough basis statistics will even out and beeing relevant.
