Honestly it HAS to be regionally relative.
Where i grew up everyone's 6'1+ and if you were 6' and down after age 18 you were considered short as even women were often 5'11+.
Where i'm living now 6' is considered "tall" as most men sit between 5'9-6'1 so being 6'3 makes me seem like a giant rather than being in the lower end of "tall" back home.
