On your second point; there's no need to emote or emphasize your shopping list, as long as you at least enunciate, but a speech, or the commands given by a Drill Sergeant, or an Officer should be clear and direct. This of course, could be a view I've developed through my time in the military, as well as focusing on body language. You'd be surprised how many people "telegraph" their intent and ferlings.
