I think we should make sure that people who won't work can still survive.

You aren't allowed to own a car, but you can have unlimited rides on public transportation within the city you live. You can apply to live in another city, but there's a waiting list, and you can only take a very limited amount of personal items. You can't travel for pleasure.
Public parks are available for your use. You can only go to free public sporting events and concerts. You can't go to movie theaters.
You can shop for clothes at charity second hand shops, or specific stores that have a selection of items that can be bought with your scrip.
You will have a simple computer that can access the internet. However, your scrip isn't good for anything you have to pay for online.
You have access to medical care from certain clinics. You will have no access to elective medicine of any kind.
You are not allowed to work. If you want a job, you will lose your benefits. You are not allowed to have real money. None of the government provided goods (food, clothing, appliances) may be sold or traded for any other goods or services.

So a much more stripped back version of the UK benefits system? That could work. But there's no easy way to tell if someone is travelling for pleasure, and there should probably be a two month grace period, where there's an overlap between working and employment, so you have time to get back on your feet.
