For starters I would reccomend directing people's attention to some cause or threat, internal and/or external in order to foster demand for strong leadership and while reducing their collective ability to discern the quality of said leadership.

Mostly observation of the degrading political system, at least here in the US. But diverting people's attention through unnecessary activism/ straight up fear is likely a prevalent theme in history
1. Create a welfare state
2. Legalize drugs
3. Close churches
4. Encourage sexually promiscuous behavior beginning at 14
5. Censure internet access, but allow them all the porn they want.

be mildly liberal, but maintain all the power and say your its so liberal because you don't have to beholden to outside influences.
be a tax haven for big corporations and build schools and hospitals with the taxes you do bring in. while at the same time making quit hard to immigrate to your country, unless you are one of the elite keeping you in power.
keep your population small, your army discreet, internet open and free and make it look like things will never change for the worst, you will be in power forever, and you will keep things running.
