He would have to continue to move and fly away to avoid the swarm and to avoid getting smothered. You have to figure that like one fire breath could take out a couple million bees. The fight would be long and tiresome for the dragon, but he would most likely triumph.

There are bees in japan that constantly have to fight off japanese hornets, a single hornet can kill up to 50,000 bees.

Bees swarm and attack based off pheromones placed by other bees that have successfully stung and left their stinger in place. Victims of bee swarms have very few stingers implanted in hard to reach or hard to sting areas, while considerably more are purposely aimed at soft spots (eyes, inside orifices).
