I don't normally drink wine, but today is different. At my local liquor store, by the registers, they are selling cases of wine for 10$. It's 13.5% ABV. It tastes just fine. Bottled in 2013. Is there any reason they would be selling this wine for 0.83 USD per bottle...? Am I missing something? Every other bottle of wine in the store costs about 10$, and that is the budget stuff. Excuse my ignorance... I normally drink beer, and trash beer at that.

If it's white wine, then it's at the end of its life span. No doubt the owner/manager of the store has already been credited for the old stock or had it replaced by the suppliers and is trying to get a last buck or two from the product before it gets tipped down the drain. If it doesn't taste like vinegar, you've lucked out, but you're more likely to get hungover from the old batch. Just because most wine doesn't advertise an "expiry date" doesn't mean it won't go bad. Source- work at a bottle shop in Australia, just got rid of a bunch of 2012/2013 SBS to the staff for the same reason.

It isn't white, but it is a dark pink. Translucent. Definitely not "red", at least. I feel totally uncultured for not knowing the difference. It was bottled in 2013. "100% garnacha". Good to know, because I always figured wine didn't "go bad".

Not WASTED, but drunk, yes. 750ml, at 13.5% ABV is a decent dose for me. I drink daily, but not to any significant extent, so I don't have much of a tolerance.

Rose suffers the same age issues as most whites (oaked Chardonnay being the exception as a well-crafted chardy can last well over 10 years if stored properly). Reds refine with age, but shitty quality ones still won't last long if they're not made right.
A sweet/moscato rose is low in alcohol and high in sugar so it would be harder to tell when it goes bad by taste, but a dry rose will get sour if left too long.
Wine definitely does go bad. Be it from age, temperature or being open too long. A fortified wine like port, sherry or muscat, however, has a far higher alcohol content and is basically self-preserving if left unopened.

OK, so I guess the reason it is so cheap is because it is the sort of wine with an expiration date. It was bottled in 2013, which puts it 4 years in. It tastes good, at least to my inexperienced tongue, so I guess there is no harm there. Will I experience any ill effects from drinking it, though?
