No because most numbers would be prepaid anyway which don't contain owner information.
Plus registered numbers don't come encoded with user identification whenever it makes a call because it would be too expensive to implement for every phone number.
The only reason landlines (and so phonebooks) had them is because they were wired and the information was already encoded into each call made.
It's archaic, expensive, useless since most people use caller ID and it's a safety risk.
