I suspect that what's happened is that someone made a copy or copies from the original. This could have been from multiple potential sources, but they would have had to have been very quick, because the police gave the fottage to her family.

I'm guessing...whoever was in charge of production. They made a quick and dirty copy, then sat on it for years.

Could be that that person died recently, relatives found it, uploaded it...this scenario could make sense.

It's not really valuable footage right now, but it does serve to boost interest in a recent documentary done on Chubbuck.
