I've seen significant reduction using normal wart removers from CVS. It says "not for genital warts" but mine are at the base of the shaft so I don't think I'm a risk of anything. I would imagine that warning is more for vaginal warts since that skin is much more sensitive.

HPV can cause genital warts and is the leading cause for them.
