What happens when you try right clicking? Can you change it in safe mode?
I'd say best bet is look up batch commands for changing desktop image and copy/paste the commands into the command line. Don't download any batch files off the internet and use them on your machine. If that doesn't work your computer is fucked somehow. Command line should work no problem
