They are indeed called quillions, meant to be a hand guard on the knives that inspired to Ti-Lite. On this model they also serve as a wave opening feature. I have a Ti-Lite (the plain old original one in Aus-8 steel) and like it, though the blade shape doesn't have much belly to make it practical for an all purpose EDC
