I think if he were alive today to see what states are working with, he'd amend his list and place drones and hacking at the very top of it. The push to automate in all sectors of society has not escaped the military, and just like with other forms of labor machines have the potential to be cheaper and more reliable as soldiers. I think there will be another war. There are two things I see happening.
