Maybe it's because I work in IT, but what he says makes sense. He's a bit overconfident in his belief that they can't trace past a VPN provider/subpoena the VPN carrier or their upstreams, but what he's saying is technically correct.

The better way to deploy is to use wifi. Either crack WPS (or in some cases WEP, it's still surprisingly used a lot) or use an open wifi access point. Change your mac address from a semipopulated area like across the street from a cafe with wifi. Do your work from there over VPN. I tend to use a kali distro booted from usb with a persistent drive (microSD/mini sd drives work well for both) as to not leave behind things like persistent hostnames on the AP logs or other identifying tells.

Sounds paranoid, but you can never be too careful. You *are* breaking the law after all.
