Since the Norwegian incarceration system isn't a privatized money making scam, they'll actually attempt to do something good for him rehabilitation wise so they don't want to just write him off. I know it's weird coming from the U.S where you're actively kept in the system as a cash cow, but in most other countries they actually attempt to make progress with the people they have to care for. It's actually a drain on the economy than good for it.

no, he's in "forvaring" which basically means his sentence can (and almost surely will) be extended indefinitely with 5 year increments if he's still considered a danger to society. given his actions it's unlikely he'll ever be released. so norway has a way to sentence people for life, it just has to be done incrementally instead of all at once like in america.
