First off the empire state building is built differently to the twin towers.
Second, the planes that hit the twin towers went through the building into the center support structure where the jet fuel proceeded to heat up the steal and weaken it.
This caused it to bend and collapse in on itself.

Structural A36 steel used in the Twin Towers has an overall strength of 16,425 KSI (Kilograms per Square Inch), and like I said in the above posts, the full force of the 767 was 13,803,557 kg. That is more than enough to sever many columns of steel; and the columns that didn't sever were warped by immense heat and bent, causing floors to warp and eventually caving in, bringing the entire building with it. Keep in mind that the 4% you are talking about is the area of impact of the plane on the building itself, not the amount of building left on top of the impact.
