ICANN is near completely physically based in the US, which besides stepping in and out of this mythical secret court established by the Patriot Act, has no obligation to do anything that any government agency says. Thus is the bedrock of the internet.

ICANN is neat and maintained and sits off to the side, away from politics. It's an easy target. It's got mysterious name. It regulates sciency things that folks like you don't understand. It's a perfect device.

The patriot act didn't abolish laws as much as it emboldened existing ones between federal and state, globe and country.

It's not erosion of law we have to worry about. it's eatablishment of conspiracy policy that may very well lay new foundation for broad, vague, and reactionary application of martial law; all pushed for by presidential order at worst and invisible courts if we're lucky.
