Assad is a dictator, and the family itself has monopolized the government, very large patches of land, and a lot of trading outlets. You can not look at the situation as one-dimensionally as this. It's not just Assad that is the problem. There is a lot of factors as to why things have become the way they've become.
As for western governments, well, isn't that what they always do? I mean.. everyone needs an excuse for war to boast about glory and shift people's gaze from internal failures, so I'm not very surprised.

I think Germany's already doing this by utilizing their bureaucracy. They're giving everyone subsidiary protection status which allows a person only one year of residence, upon which a person's file is reopened and looked into to see how well they're integrating, how good their German is, and what they're doing to provide from themselves away from the Hartz IV.
It's a good step, but it came in very late, so now people like myself have to go through the nightmare of bureaucracy and setting up all the paperwork of a lifetime in only a few months.
