Not sure about the setting or if its set in original Trek timeline or Abrams Trek abortion timeline.

Voyagers cardboard Tom Paris, the mopey/huffy Asian with the worst name for an Asian piloting a spacecraft ever (Harry???), the bipolar/psychotic "engineer" cunt, the hapless, bored Tim Russ trying to avoid sleepwalking into set walls, and a thoroughly disgusted Chakotay, and a writing staff that was hell bent on torpedoing the show to spite the actors and move on with their careers, meant didn't stand a chance.
And the show still aired for like 7 seasons.
Jeff Coombs and the hologram Doctor were the only two people with any watch ability on the entire show. 7 was just a big pair of rubber cans.

That series was doomed from the start Kate Mulgrew was a last minute replacement because the original actress was a space cadet who bailed on them after filming started.
If Chakotay had really challenged her authority and given a contrast of command style (idealistic by the book vs. fast and loose, fuck federation policies) then the show could have had an interesting dynamic. Instead Chakotay becomes Janeways docile little servant Indian stereotype and Janeway becomes totally hypocritical preaching to her crew about keeping their values one week then throwing them out the window herself the next week.
Like you said the Doctor was the only good character on that series, although I will admit that I really wanted to motorboat Seven back when it was on the air and I was in middleschool.
7 wasn't that bad but agree with rest! Aside from 2 episodes with species 8472 it's like the writers set out to write the tamest piece of shit show they possibly could.
