Looks like something the coast guard or something would drop to mark a target in the water.
Missiles aren't usually bright orange and it looks to be somewhat aerodynamic.
No idea what the c02 is used for.

Guys it isn't a turbine for divers as there is no propeller or anything like that from the pictures.
But there does appear to be an attachment point on top of it so a picture of that would be a bit better to guess about it.
OP, contact the coast guard and see if anyone there can direct you who to talk to about what it is and who will want it back.
This. I suggest hitting it multiple times with a hammer then dropping it. Whilst doing this get yourself a large fire burning and put it in when you are done dropping it.

dude seriously...there is a findersfee for sonar torpedo-buoy's that have torn itself from its anchorings. check your local newspapers man.
Just by doing a search on google on your location i found atlest 3 buoy's that has gone missing and its finders fee on.

its some sort of hydrographic measuring equipment. (at least it looks like it).
i study hydrographics in the netherlands.
from my point of view it looks most like a magnetometer. (picks up flux changes in the magnetic filed caused by lumps of metal).
but im not sure though
It's part of a towed sonar array. One of the chambers (where the water came out) can be flooded with water to determine the depth the sonobouy travels at. When it's time to recover it the CO2 is released to force out the water and bring the bouy to the surface.

OP, its a sonar buoy, the tank is to depressurize it in case it loses contact, thereby destroying it.
