Fourth spot is a toss-up. You could give it to Flair for his longevity and legendary career. You could give it to Taker for similar reasons. You could give it to Andre for his star power in his time. You could give it to Cena for being the biggest "modern wrestling star", main eventing most Wrestlemanias since 2005.

Let's consider what this means.

The idea of "the Mount Rushmore of X" basically translates to "the most important and/or famous persons in American history at X".

So we'd need wrestlers that follow this same pattern in wrestling history that the presidents on Mount Rushmore represent in political history.

George Washington = Frank Gotch (first mega-celeb and top draw, broke live event attendance records on multiple occasions)
Thomas Jefferson = ???
Abraham Lincoln = Hulk Hogan (as old school as the others, but not as modern, was at the top during a transitional period, probably the most famous and iconic of all time)
Theodore Roosevelt = Stone Cold Steve Austin (ushered in the modern era, few since have been as famous, none as influential)

The second one is harder, because Jefferson wasn't nearly as iconic or important as those other three. I suppose you could MAYBE have Gotch in second and Farmer Burns in first since Burns was THE ORIGINAL. Although Burns was really more a teacher than he ever was a performer. Maybe Gorgeous George since he was old school (even if MUCH later than Gotch) and is probably the most influential outside of the three I already listed?
