Availability is the key.
You have to be available to defend within 30 days. If you will not be available over the next 30 days, you have to vacate. Brock is healthy and available to defend and if they said, Brock, you're defending on Raw tomorrow, he would show up and defend it or he'd be stripped.
They just don't tell him to show up. I dunno what the story reason is for management letting Brock fuck off for so long, but, that's why.
