Ibushi's not really a literal who, even in the context of WWE, he was a heavy favorite to win the tournament and he was the guy they wanted to sign the most and make the face of the CW division.
The Burning Hammer was supposed to be the embodiment of Kendrick's desire to win at any cost because he believed the Cruiserweight Classic was his last chance to make it as a wrestler, it wasn't treated as a regular move in the context of the match and he even waited about five seconds to cover Ibushi after hitting it.
He didn't even really land on his head. Kendrick basically dropped him on his shoulder.
