Hogan was being Hogan basically.
They were meant to have 3 matches babyface vs babyface and Shawn would win the first and Hulk would win the next 2 but Hogan decided they would be heel vs babyface and the hulkster wasn't turning brother.
So Shawn cut some great heel promos and Hulk got shitty about them because he's the biggest self mark and decided that there would only be one match and he would be winning.
Shawn took umbrage to the fact that Hulk had forced him to turn heel and then got shitty about it.
Shawn isn't entirely blameless, he was being unprofessional but people like to suck off Hogan a bit too much and blame Shawn fer everything.
