Why is the kayfabe of refs completely dead?

>Jeff lands with legs pinning Ambrose, nobody under the ropes

Why are these refs so bad at pretending they are legitimate officials? The ref could have just given Jeff a 2 count. It would have been more exciting and made the match look more believable.

It's what happens when they try to script every aspect of the show. They want yesmen who can follow it to the letter, with minimal deviation. Wrestlers get a bit more leeway because they may have to adapt for injury and altered environment, but the ref has to obey the man in his ear.
