Fun, obnoxious, cocky, confident. These were muh 90s, man. Not just in wrestling, but I think in society in general. Look at the faces in the crowd. They are genuinely having a good time.
I dunno man, the soul, the swagger has been sucked out of an entire generation now, and replaced with a pervasive pathetic insecurity over "being the best", yet somehow taking extra care to never offend anyone. Idk i wish i could articulate exactly what it is... but most wrestlers and fans today just generally come across as nerds with no genuine self confidence.

Everyone got pessimistic about the future and the fans of those days became the wrestlers of today, that's what happened. Nobody has balls anymore because of cultural pessimism and this has been happening everywhere for a long time, the difference being today it's more noticeable
