They pushed the ever living shit out of him in the AE. Beating the shit out of Vince and JR multiple times, had angles with every other main eventer at once and had 5 matches on a single ep of Smackdown because of it, getting HBK to turn heel randomly and disappear to get him heat, laying out both Austin and Rock at once, the feud with Vince and constantly getting one over on him, reforming DX, and so on. And yet he still wasn't really over until early 2000. If Triple H isn't the most heavily pushed guy in WWE history, I don't know who is.

Seeing BIlly Gunn flounder as a solo guy was interesting. The roster wasn't stacked at the time, but having him win KoToR made no sense. X-Pac did all right for awhile before he joined up with Kane. Chyna gave Jericho his first high profile feud in the WWE, he's became so much more entertaining during it and got more over.

Triple H would come out like 4 times every other show and would beat the shit out of all the other main eventers (everyone wanted to beat his ass thus he got even more screen-time). Of course, he would get comeuppances with The Rock and Austin being his targets. HHH would get one over on the McMahon family (as faces) for months on nearly every show. I remember an instance of him going over either Austin or Rock and the crowd basically going mute, not reacting to him at all. Note how I didn't even mention the McMahon-Helmsley shit yet.

With Roman, it's a bit different since he's a babyface and Triple H wasn't constantly ladled with hokey bullshit and had a clearly defined character since the heel turn that started the transition to main eventer. While the crowd boos Roman nearly all the time, Triple H would only sometimes by met by apathy. He would get boos and was the most over heel after Taker left (by default, really), but reforming DX got him some cheers and it's around the time the feud with Vince got more focus. Imagine if WWE reformed The Shield like 5 months after they disbanded to get Roman over.

Often times, programs involved him drew in spite of him, rather than because of him. When you've constantly got The Rock, Stone Cold, Mankind, Shawn Michaels, and the various elements of The Corporation and Corporate Ministry surrounding you, it's pretty easy to draw through osmosis.
