Why is current WWE so bad?
Blame the goddamn Mexicans.
Think about it: there is one thing killing WWE, and that is MMA. MMA is surely scripted, hyped and sometimes even relies on pre-determined outcomes (though this is achieved through complete skills mismatches rather than co-operative fighting, eg: CM Punk).
All WWE has to do to grow a fanbase is to rediscover its worked-shoot origins.
If they turned everything into an MMA-style shoot contest, it would still work on every level. The legit badasses like Brock would remain legit badasses. The comedy elements like Elsworth would remain comedy fools who failed any time they tried to have a real fight.
Instead, WWE is chasing the luchador / tumbling clowns type of circus sideshow entertainment. They are literally turning their "superstars" into clowns. Why? Because Latinos are a growing demographic in the US and WWE wants to chase that market.
They is dumb.

Doink was the reason thousands of image-conscious young teenagers tuned out in the early 90s - before he "got good".
