Looking at old Raw videos, it feels like there was a bigger gap between 1995 and 1999 compared to 2008 and 2017 despite the year difference being bigger in the latter. 1995 feels outdated compared to 1999, whereas there's basically no difference at all between a 2008 transmission and a 2017 one.

The reason is money, competition, and technology. In 1995 WWF had a lot less money, technology like what we have today was in its early infancy, and WCW wasn't major competition.

Then NWO came along in 1996 and Nitro started BTFOing RAW in the ratings because of its vastly superior content. WWF was forced to respond, and eventually did a month or two before WM13 when they switched to the 2 hour format and a much improved set with better technology, camera angles, etc., and just a better show overall (the 1-hour shows were God-awful for the most part).

WWE's financials in 2008 and 2017 were relatively equal in that there wasn't that massive of a change; both years they were doing great financially being the only game in town and also such a well oiled machine. Also technology hadn't changed that much either. Neither have clothing styles - whereas there was a huge difference from 1995 to 1999 (it's pretty easy to tell what year any television show from the 90s aired down to a roughly 2-year window based on the "look" of the broadcast due to ever-changing technology, as well as styles of clothes the actors/audience members wore - same goes for the early-mid 00s).
