Look, screen presence, charisma, character, in-ring ability, cultural relevance. Look at it like the art form it is. They don't award Oscars to the cast and crew of the most profitable movie of the year, there is such a thing as merit, even in professional wrestling.

I would put Vader into that mix, almost at the expense of Shawn. I think it'd be fair to say there were 5 top guys, though.
Put Austin as the main guy during the 94-97 era and it would have done just as shit. The whole company changed when Austin became no. 1, he had way more help making the WWF successful than Shawn did.

Shawn was carrying the company while NWO was the hottest thing in wrestling. Austin got lucky in that the booking started to get shitty around 98, so millions of households from WCW tuned into Raw instead. If Austin had been pushed back in 96, he'd have had just as bad ratings as Shawn, which weren't bad, since they were about 4 million, and thanks to DX had even beated WCW a few weeks.

Millions of households didn't tune from Nitro to RAW in 1998. Both WCW and WWF audiences grew in 1998 and they traded rating victories throughout the year. Nitro beat RAW throughout August and September 1998. WCW audiences didn't decrease until Spring of 1999.
