Stone Cold was always a heel. The only face thing he did was save Steph from the Ministry of Darkness. Everything else was just reacting to people he perceived to be pissing him off. Even when he temporarily teamed with a face to take on a greater/mutual evil, he usually ended up stunning his partner at some point. He was booked like a face in terms of opponents for the most part, I'll give you that, but his whole persona was a heel.
