I've been going back and watching his stuff from 2013, and it does seem like they were positioning him to be their gaijin ace. Guy got a title shot and a spot in G1 23 as a Jr Heavyweight. Then he left, AJ came in, then he left, and they elevated Kenny (who was there on and off since 2010 and full time since 2014) into AJs gaijin ace spot.
In a weird way, AJ and Nakamura leaving was a good thing for New Japan, because it allowed space for Naito and Omega to be elevated into bigger spots.
