Why doesn't WWE have a television championship?
If they made it so it had to be defended on Raw every week or two it'd give people a reason to watch and they could use it as a way to bring NXT guys up for one night to gauge the crowd reaction so we don't end up with another Ascension

WWE already has a huge overkill in titles.
Personally, I'd make it:
WWE Title (Overall top title, prestigious as fuck and only defended on inter-brand PPV's)
US Title (top RAW Title)
IC Title (top SDL Title)
Flippy Shit Title (exclusive to SDL)
Woman's Title (exclusive to RAW)
Tag Titles (inter-brand title)

That's due to a shit name, a shit start, shit promotion and shit booking. Honestly, everything that could've been done wrong with the Universal title has been done wrong. Which is why is needs to go. Then they can work on making the WWE matter again.
