Okada is untouchable. It goes without explaining. He's having an all-time great run. Jinder and Alberto have had mediocre matches at best in their respective reigns as WWE/IMPACT/GFW Champion. Okada is legit the best champ, and really elevate the title with great opponents and great matches. Lesnar could've be the best if he defend it regularly but the title is really just a prop to him. Jinder is jinder, but so far SD gives him a great run as a champ.
You can't really rate Cody or Del Rio since they just won, besides I don't watch ROH or GFW either way.

WWE focuses on other things, in Jinder's case, appealing to a specific ethnic group.

Different priorities. You can argue that WWE's priorities in this case are misguided (and you can argue that it isn't even working the way they want it to), but, it's their priorities.
