Assume for a sec that him beating Brock hasn't been moved up to SummerSlam.
Should he win the Rumble, or should a SmackDown guy win the Rumble and he wins the shot at Brock at Fastlane?

Just have Brock challenge him. Heyman could spin it as they haven't had a real showdown yet since Seth cashed in last time. Let someone who needs the rub on smackdown win the rumble.

Smackdown guy wins the Rumble, Roman should have a story line reason for going against Brock, not a lazy payout like the Rumble

He shouldn't win shit.
His matches are boring because you already know the outcome and he can't put on good enough matches to make them worth the ride.
I just want him to go develop something for himself lower on the card. Right now, I don't believe a damn thing he does.

Why would I not assume that?
That's been the plan since like January

I think it would be better if he won the Elimination Chamber, and someone else got the rub from winning the Rumble. Or Brock could be attacking one of Roman's 'friends', and Roman comes out to help them, and that sets up the feud. -- But if they plan on doing Roman vs Brock at Mania, they should start setting it up at least around Survivor Series. Just have Roman challenge Brock for a match at Mania, and start booking towards that.
I'd honestly prefer it if the Championship weren't on the line, since Brock vs Roman would probably be good regardless of the title. And having two World Championship matches would be good to keep people from being pissed off.
Call me cheap but I think this is a winning bet
