The roster post-Benoit's death was really shit, and that went on for almost 10 years, so people naturally exaggerate. The current roster has a ton of guys who were super talented when they were in ROH/NJPW, but a good chunk of them are already in their mid/late thirties.
Honestly, I think it has to do with the diverse range of styles within WWE that this claim has arisen. Also, you have to consider the size of the collective roster of all shows as compared to back then. Whereas back in the day, we had half the roster be world-class, top-level all-around competitive grapplers, strikers, brawlers, and heavyweights/super-heavyweights, now we have 75% of a much larger roster include people with backgrounds coming from MMA, indie wrestling, strongstyle, kickboxing, and more.
The claim is about the diversity of the ecosystem in WWE's talent pool, not the straight up overall talent. In terms of overall talent per wrestler (charisma, mic skills, technical wrestling ability, presence, crowd awareness and connection, etc.), we've definitely seen better in yesteryear. 1997 WCW and 2000 WWF put the current WWE roster to shame for certain in that regard.

How does those people being dead/gone after 2006 negate the fact that the 2002 roster (when all those people were active) is better than the 2017 roster?
People mistake "talented" wrestler with being able to do flippy shit.
If you can cut a great promo and know how to work a match, that makes you talented as a wrestler -- not how acrobatic you are.
Think of it like judging a comedian by how many backflips he can do vs. how good his jokes are.
