He was on both covers for the Acclaim games, by himself on WarZone and front and center for Attitude. All of these games came out when Austin was off tv and Rock was being pushed to the moon.

I think they gave Rocky the WM2000 cover because Austin was the star for the game's intro. And Rocky did the commercial for the game anyway.

Austin had separate licensing deals for his likeness from about 1999 onwards. Plus they wanted to kayfabe it that Rocky was the endorsed corporate champion and Austin was the anti-authority figure, so putting the Rock on the later games, with Austin only featured as a hidden character was a cool touch of "realism".
