I'd be all for releasing Rollins and giving all of his storylines to Balor. They're essentially the exact same wrestler except Balor is better in just about every way short of ability to suck the Triple H dick.

A better idea would be to build him for a rematch against Brock at Summerslam, hyping it as the anniversary of his win.
Then slow burn his heel turn by having him be more and more frustrated in the lead up to Mania. When Roman inevitably beats Brock at Mania have the Club jump him with their new leader in Balor, kick starting a Club vs Shield feud.
