Joe didn't wait too long to jump ship. WWE straight up didn't him. WWE's talent recruitment has changed immensely in the last 5 years. Indie guys used to be looked down on by WWE.

Mick Foley recommended CM Punk and Samoa Joe in mid 00's to WWE. They signed Punk but didn't think much of him and sent him to OVW. Vince straight up didn't want Joe because of his look.

Even when Joe did sign with WWE last year or whenever it was, it was on a pay appearance deal in NXT initially where he could still work indies. He had to prove himself before they give him contract.
