What is the best way to start watching RAW so that I could understand the major storylines that are currently going? I have been out of the loop for at least 5 years and want to start watching it again.
Should I start immediately after the Wrestlemania?
I have heard that it's not as good anymore, I still want to at least check it out.

Pretty much the best way of watching RAW is just wait for Monday evening and when RAW begins...just do literally anything else but watch it.
