Most wrestlers and people in the business call and credit Perfect as one of the best workers and technical wrestlers of all time. Not to mention he was a hardcore riber but always helped the young talent out.
So why was he so underused in WWF? He was never a long running champion.
Because he could reliably put on an entertaining match and effortlessly work the crowd anywhere on the card. He didn't need the added prestige of a belt or a main event to get people to engage.
Same with Owen; same with Dibiase or Jake or Rude.
They were all the midcard when dull but popular attraction type guys were on top: Hogan, Warrior, (old) Andre.
